CCTV "Busy Sates" of a place

I would like a program that can run in parallel with common CCTV programs and tells me that how busy the place has been over time. The "busy" state should depend on multiple factors: number of people in the area and the overall movement of people. The analysis should produce the numerical values over a time period defined with time intervals. Users should be able to set the behaviors (e.g. time interval of logging, the sensitivity of detecting movements and the recognition of the number of people in the scene) via a configuration file. The numerical values should be stored in a real-time-log file produced daily. The source code and installation instructions have to be provided.
