Build me a on ramp road simulation program

I Need a simple on ramp road simulation program, that simulates traffic behavior with flexibility on increasing and decreasing traffic flow on each lane or the ramp point, I also want the program to count the cars and their speed on a specific section on the road, I want to code to be easily modified. I want to be done in an efficient time.
