Build a data logging application for windows

We require an application built to parse CSV serial data and display on a graph in real time or as close as possible. The ability to load/save and overlay a stream will be required. Printing the graph will be required. A configuration window will be required to select serial port, select which csv entry(s) to display, modify the data received before it is graphed, and also sent back to the serial port for hardware configuration.
