Build me a Telegram BOT

Hi, I'm looking for someone to build a Telegram BOT for me that must do these 3 things.
> 1 - Welcome BOT ( saying Hi {username} welcome to the ??? channel and here are the rules and Tutorial )
> 2 - Link managing BOT ( that limits 2 links per user and make them unable to send message for next 24hours. After 24hours they can again send 2 links)
> 3 - Lock BOT ( which unlocks the chat on 11AM everyday and locks all chat after receiving 100links and will again unlock the next day at 11AM.)
