Build Discord bot

I need am expert in Phython to create a bot for Discord.
I have a program (called R) that runs an infinite loop and I need a way to get an alert when it fails (i.e., email). I plan to implement this functionality by having R sending a web-hook message to Discord each time a loop finishes (about once a minute).
I am looking for a developer that can create a bot in Discord that will send an email , when more than certain amount of time (say 2 minutes) have elapse since it stopped receiving web-hoop messages from my program.
