Bitwise operations in Javascript and C++

I would like to create correct bitwise operations in Javascript and C++ so that a decoder function running on Helium Console ( https://console.helium.com/ ) can translate the encoded variables (temperature, latitude, longitude) my embedded microcontroller sensor project is sending. Base64 enycryption is involved. It is a short term project.
