resolve a PDF uploading time error on live server php 5 version

I am seeking a PHP developer who can help me resolve a PDF uploading time error on my live server. The website is built on PHP 5.3 and I have not yet tried any solutions to fix the issue. The maximum file size of the PDF I am trying to upload is between 1MB and 5MB.
