Skinning partner website

I am looking for a skilled developer to help me with skinning my custom-built website. Essentially there is a partner ebsite already set up with the correct logo and colour scheme but I want my own footer and header.

Header - I need a basic login (Wordpress?) to update header with latest information and a thumbnail image (scrolling SLOWLY like Netflix header would be good)

i.e. Header and Footer self hosted
main body of the website is hosted on a supplier's server

Assume this needs DNS setup on the Cpanel setup as well so I need you to do this
(please mention "I know DNS" in your bid so I know you've read this instead of a SPAM bid :)

Skills and experience required:
- Experience with custom-built websites
- Strong DNS skills to bring my general idea to life
- Strong PHP and/or Wordpress skills
- Strong Cpanel experience
- Proficiency in implementing specific functionalities and features based on my list
- Ability to provide suggestions and recommendations for improvements
