Restore Lightsail & Apache on AWS - cPanl Server Misconfiguration, WHM accessible but cPanel and Sites Offline

I require an expert cPanel/WHM systems administrator to diagnose and resolve a critical server configuration issue.

Background:

My server is a cPanel instance hosted on AWS Lightsail.

I have launched a new instance from a server snapshot taken last week.

The server's original static IP address has been successfully attached to this new instance.

The Problem (The Symptoms):

WHM Login Works, cPanel Login Fails: I can successfully log in to the main WHM interface (port 2087) and see all my listed accounts. However, when I try to access any individual cPanel account from the WHM list, it fails with a "server error".

All Websites are Down: Every single website hosted on the server is failing to load.

The Error Page: All domains show a "SORRY!" error page (see attached screenshot for the exact page). The key messages on this page are:

"The IP address has changed."

"There has been a server misconfiguration."

"0 Free IPs" Error: When I navigate within WHM to Account Functions -> Change Site's IP Address, I receive an error message stating: "system had 0 free ips".

What I Need From You:

I need a professional who can log in via SSH (I will provide root access), diagnose the root cause of this discrepancy, and fix it.

Deliverables:

Correctly configure the server so that all websites load properly on the assigned static IP.

Ensure that WHM and all cPanel services (including individual cPanel logins) are fully functional and recognize the server's IP configuration correctly.

Provide a brief summary of what the problem was and the steps you took to resolve it.

Required Skills:

Expert-level knowledge of cPanel/WHM, its configuration files, and internal scripts (like cpsrvd and whmsrvd).

Strong understanding of Apache (httpd.conf), server IP management, and DNS.

Experience troubleshooting cPanel in a NAT environment (like AWS Lightsail/EC2) is highly desirable.
