Repair WHM/cPanel Post-Upgrade

After running the latest cPanel/WHM upgrade, both WHM and every cPanel account refuse to load; the browser simply hangs until it times out. At the same time, the account packages that were working before now report configuration errors, so quotas and defaults are no longer applied correctly.

I need someone to step in via SSH with root access, trace why the control panels are not responding, and restore normal access. Once WHM is reachable again, I also want the broken package settings repaired or recreated so new and existing accounts receive the correct limits automatically.
