Video Game Cosplay Costume Creation

Hi,
I want to get my girlfriend a costume that looks like this (images attached).
We like to do some practical jokes on each other and have a YouTube channel together, and my girlfriend has the superpower of hindsight - telling me what I should have done (differently)! So she ought to have a Captain Hindsight costume I figured! :)
I would ideally need the costume by April 13, and I am located in Gold Coast Australia.
In terms of the costume itself, I do not have much requirement at all. All I want is that it somewhat looks like the image. I.e., it's fine to use cheaper material and simplify certain matters etc.
