Becoming a Registered Charity in Manitoba

Hello, we are a Federally Incorporated Non-Profit Organization in Manitoba. Our organization is a horse rescue and we do very good work. We are interested in becoming a registered charity so we can help more animals and apply for government and corporate grants to help us do so. We applied to be a registered charity and it was declined with an eight-page letter outlining what needs to be done to get the application through.  We contacted a lawyer and received an estimate or $4,000 to $6,000, we cannot afford something like this. Do you have any information on any legal teams that are horse lovers and would be willing to help us out pro bono or very low priced
