Reorganize PDFs to Word & Symbol Files

I will need them all to be done. I have attached the smallest PDF the other two look like this as well.

several PDF files whose pages are jumbled, the font is tiny, and the flow makes reading difficult. I need each file reproduced in Microsoft Word so it looks and reads just like the original—

Here is what I expect:
• Every page converted into a single Word document, keeping the original layout, headings, fonts, and styling wherever they appear.
• All images copied over and left exactly where they sit in the PDF so the visual flow stays intact.
• Page order corrected so the final Word file reads
