Local authority tender writing

I am looking to hire someone to help me write a local authority tender for a construction project. I have complete details provided by the authority about the project, so I need someone to help me put together the proposal and get it submitted within the specified time frame (more than 2 weeks). Ideally, the freelancer will have experience writing tenders for local authorities and be available to deliver the project within the given time frame.
