54-Page PDF to Word

I have a 54-page PDF that must be converted into a fully editable Microsoft Word document while keeping the layout identical to the original. Every heading style, paragraph break, font choice, bullet point and page break should look the same once the file opens in Word 2019. All images and graphics that appear in the PDF need to be placed in the exact positions they occupy now; none can be omitted or substituted.

There are no tables to worry about, so the focus is on accurate text re-typing or OCR cleanup and careful image placement. The final file should be free of scanning artifacts, stray line breaks and hyphenation errors so I can immediately begin editing.

Deliverable: a single .docx file that mirrors the source PDF page for page, ready for my review.
