Switchboard & Control System Design

I am looking for an experienced electrical and control systems consultant to support a regional water-infrastructure upgrade, with the main focus on developing a complete switchboard design package.
The project involves designing documentation for a switchboard that will support existing dam valve pit operations, including valve actuation, remote operation, and emergency operation.
I need someone who can prepare issued-for-design drawings, electrical schematics, General Arrangement (GA) drawings, wiring diagrams, cable schedules, and supporting design documentation.
The consultant should be able to develop a Bill of Materials (BOM), Input/Output (I/O) mapping, control philosophy, and Supervisory Control and Data Acquisition (SCADA) tag structure.
The design package should be clear, practical, and suitable for review by the client, panel builder, local Australian engineer, and on-site commissioning team.
The work can be completed remotely, but final Australian compliance approval, certification, and site sign-off would remain with the local Australian engineer, panel builder, or utility-approved representative.
