Legal assistance needed for a small financial claim against a person.

Good day.
My issue concerns a financial claim of near EUR 2000 that I am seeking from an ex friend who has refused to pay it back after numerous attempts to make contact and numerous warnings of my pursuit of further legal action.
This claim is an accumilation of expenses made by me to cover costs on behalf of the subject while on holiday. All these costs were put forward verbally and in writing and were agreed to be payed back. A payment plan was put forward to allow the subject time to cover the sum of all costs, but this payment plan was disrespected from the outset. Payments came late or short of what I had asked and most recently the subject has discontinued making payments all together and is unreachable.
Please advise as to how I may go about making a legal claim against this person.
