Federal Contract Specialist - Proposal Writer

Job ID: 40492425

Budget: $2 – $8 USD

Job Title: Federal Proposal Writer & Contract Specialist (SAM.gov & RFP/RFQ Expert)
Job Description:
I am seeking a highly skilled Federal Proposal Writer to support my government contracting entities. My firm focuses on security management and logistical services. You will be responsible for identifying viable contract opportunities on SAM.gov and managing a consistent output of high-quality, compliant proposals.

Core Responsibilities:

Opportunity Research: Monitor SAM.gov and other procurement vehicles to identify solicitations that match our core competencies (Security, Logistics, Risk Management).

Strategy & Outreach: Identify both Prime contract opportunities and Subcontracting partnerships with established Primes.

Proposal Development: Draft tailored technical and management responses. Requirement: Minimum of 5 completed, high-quality proposals per week.

Compliance: Ensure every submission meets the strict submission requirements of the solicitation.

Applicant Requirements:

SAM.gov Proficiency: Must be an expert at navigating SAM.gov, reading RFQ/RFP documentation, and analyzing contract requirements.

Federal Contracting Knowledge: Must understand the nuances of bidding as a veteran-owned business and identifying appropriate NAICS codes.

Quality Standards: I prioritize "Winning" over "Volume." You must be able to demonstrate how you tailor proposals to the specific requirements of the Contracting Officer, rather than using generic templates.

In your proposal, please provide:

Experience: How many years have you worked specifically with federal procurement/SAM.gov?

Workflow: Describe your process for taking a new solicitation and turning it into a compliant proposal within 24–48 hours.

Subcontracting: What is your strategy for finding Primes who are looking for partners?

Verification: Provide a sample (sanitized) of a technical approach or proposal section you have written for a federal contract.
