Policies and Procedures Professional

Dear Sir/Mam,
We are a manufacturer with 200 employees interested in establishing a comprehensive policy and procedures manual for all departments, we need an experienced professional with sufficient experience in writing similar documentation who is capable of performing onsite discovery (in Riyadh city of Saudi, we will issue a visit visa for a month for this job) before attempting to write these manuals.
Topics to be covered in the policies have already been defined by management. As for procedures, several portions of the document have been written, however, a comprehensive and thorough revision is required.
