Locksmith Website & Local SEO Setup

My partner has just earned his City & Guilds / NCFE Level 3 certificate and is ready to trade as a locksmith. I already have the domain in mind and can point it to whatever host you recommend, but that is about the limit of my technical ability.
Here is what I need handled from start to finish so we can start attracting local customers:
• Build a clean, mobile-friendly website (a proven template is fine) that clearly shows our services, contact details and space for customer testimonials.
• Optimise every page for the right local-search keywords so we appear when people nearby type “emergency locksmith”, “lock replacement”, “24-hour locksmith”, etc.
