business directory

want a business directory website and would like to have 1 state as the starting base and than the cities are options to search and categories search. It needs openstreetmap or mapbox as it need local or near me or nearby what ever you call it. it will be for businesses in 1 state. they will have all their services on the one 1 page. it will be subscription and free option for users but only subscriptions will have business page. just pretty much a simple directory website. You will have to be able to edit, if needed and I would also like to be able to edit in the admin, if possible.
