Website Development for UAR Oceania Asia Network

I am looking for an experienced web designer to build me a new, simple website for a UAR Oceania Asia Network, which will extend the reach of my community into Asia. My audience is very niche an I need a designer who can follow the brief, and recommend tools which might support the objectives of the Asia Network and this new project.
The site will initially be designed in English, and I would like it to be simple to view and use. I intend to keep the number of pages to 10 initially, but I will need this site to be easy to maintain and develop. For this reason, I would prefer a Wordpress or Wix design. I can provide branding information and example websites of our partners for reference.

The site should include the following elements:
Site header - UAR Oceania Asia Network title and logo
Site header - top right, option to change language (not active right away but the option should be available to add this).
Home page / main landing page. With title, hero image and brief copy linking out to the ABOUT page.
On the home page above the fold CTA to join the network
On the home page logos of our key Network sponsors - three logos
Home page, below the fold, announcements
Homepage footer, contact information and legal information, copyright information.
The following pages should be accessible though top level menu:

The following are likely to be subpages:
WEBINARS - gallery of past webinars and registration for upcoming events

I am open to a conversation about the best way to present these elements to potential network members, and to other pages that might suit the needs of the network now or at a later time.

This site is a simple wordpress site we had designed for another project. It is very simple, and a different brand, but it has the right feel.
