TikiWiki 27 Workflow & Theme

I am currently halfway through creating a portal on TikiWiki 27.4 and I need an expert who is already familiar with the specifics of version 20+ to step in and refine two key areas. First, the workflow for articles. I want a classic flow: three workflow categories: Proposal (set as the default category for an article) → Pending Approval → Published, and three groups: editors, approvers, registered users. Editors write the article and move it to 'Pending Approval' status, and the approver publishes it. Use edit_article (do not use submission_article). Implement cleanly using tiki-workflow: Admin-Transitions-Category selection, and the Category Transition module). Attachments to the article should automatically be placed in the 'Temporary Documents' file gallery.

Second, appearance and feel. Either recommend a solid commercial theme that works well with version 27.x, or adjust the CSS so that the current look finally appears polished on both desktop and mobile. I am open to paid themes as long as they are maintained and easy to manage.

Deliverables I need from you:
• A working workflow configuration file (or step-by-step admin instructions) that enforces the Proposal → Pending Approval → Published path with the predefined category selection.
• Theme recommendation or CSS overrides, supplied as a small stylesheet or clear guidance, applied on my staging site so I can verify responsiveness and consistency.
• A short write-up of what you changed and how to repeat it on production.
