DEX Compliant XML Feed Music Delivery Tool for a Small Independent Music Label

We need a piece of software/program created for Windows that is defined has a "DDEX (Digital Data Exchange) Compliant XML Feed" for delivering music to digital music services such as Jaxsta for example. We wish to avoid using digital aggregators such as Tunecore for example to deliver the music of our artists on to Digital Service Provider platforms. We need someone who is knowledgable about this type of job, and preferably someone who has done this before.
