Convert HTML Template to Joomla 4 template

We have an HTML responsive template,
that would like to convert to Joomla 4 template.

Please have Joomla 4 experience for this project.

You will receive the following:

- HTML Article Template (responsive)
- CSS File
- Sample Images

- Image of Module Positions
- Image of Template frontpage
- Image of Template Article Page

Details:
- The Template should NOT include Bootstrap or Javascript any other framework (for improved speed)
- The Template should have the minimum number of files and should be as light and fast as possible
- The Template should be tested with Google Pagespeed for any errors or improvements
