Outdoor Escape Game Creator

I would like to create an outdoor escape game in my country (Switz.).
For that, I would like to hire someone that would develop the whole game (story, riddles,...). I would need someone very creative and curious, that likes to solve riddles. This person should also know how an outdoor escape game work.
Firstly, I would be interested to have a "basic" concept, in which the goal of the outdoor escape game and a few riddles are defined.
I will communicate the place of the escape game to the freelancer. The goal is that the freelancer creates the whole game based on the city of the escape game. The riddles will take place in various places of the city (in which the participants have to find clues to solve the riddles). The freelancer will mainly use google maps as well as other apps to create the pathway. In addition, it would be great if the riddles would be linked to the story of the city (as the goal would also be that the participants "learn" something about the city).
