I am seeking an experienced Instructional Designer / Curriculum Developer to create a Florida DHSMV-compliant Basic Driver Improvement (BDI) course. This will be a 4-hour online program designed for adult learners who elect or are required to complete a state-approved BDI course.

The curriculum must meet the requirements of Chapter 15A-8, Florida Administrative Code, and include all core topics mandated by the Florida Department of Highway Safety and Motor Vehicles (DHSMV), such as:

Traffic crash statistics and contributing factors

Crash dynamics and prevention techniques

Vulnerable road users

DUI prevention

Safety equipment (seatbelts, airbags, child restraints, etc.)

Psychological factors (stress, fatigue, emotions)

Florida traffic laws (point system, penalties, speed limits, signals, etc.)

You will also assist in preparing required supporting materials for the Florida BDI Course Application, including:

Instructor guides and student materials

Pre-service and in-service training outlines

Evaluation and monitoring tools for instructors

Curriculum-to-requirements crosswalk (mapping topics to Florida statutes)

Requirements:

Proven experience designing adult education or compliance training programs.

Knowledge of Florida traffic laws and driver safety principles (preferred).

Familiarity with state approval processes for continuing education or driver safety programs is a plus.

Strong skills in curriculum development, instructional design, and eLearning delivery.

Ability to create engaging, interactive content suitable for online delivery.

Deliverables:

Complete written curriculum (aligned with DHSMV requirements).

Instructor manual and student workbook (digital format).

Sample assessments/quizzes for knowledge checks.

Outline of instructor qualifications and training program.

Monitoring and evaluation framework for instructors.

Compliance checklist aligning curriculum with DHSMV rating package.

Additional Information:

Preference will be given to candidates with experience in traffic safety, driver improvement, or state-approved training programs.

Must deliver content in a format acceptable to Florida DHSMV (Word/PDF).

Timeline: Ideally within 6–8 weeks for first draft.
