Repair In-Ground Pool Wall Collapse

Hello,
I am looking for a licensed New Jersey Professional Engineer to evaluate an inground vinyl pool wall collapse in South Jersey.
The contractor drained all of the water out of my inground vinyl pool during work in 2025. The pool wall later collapsed, leaving the pool unusable and causing major damage. My homeowner’s insurance claim was denied, and the denial referenced poor workmanship.
I am trying to determine whether fully draining the pool, improper workmanship, soil pressure, hydrostatic pressure, or failure to properly protect the pool structure contributed to the collapse.
Because I am working with limited funds, I would like to start with the most cost-effective option first, such as an initial consultation, site inspection, or limited written opinion letter. If needed, I would like the option to upgrade to a sealed forensic engineering report later.
