Pool Concrete Replastering

We need a skilled concrete engineer in the Central Texas area to determine the cause of what appears to be delamination and discoloration of the new plaster that was applied to our existing pool, provide a written report with his/her expert opinion of the cause of this issue, and provide a recommendation on how to remediate the issue. The pool was replastered in March, and we are having issues with the job. We believe that the sub-contractor, who did the plaster, did not properly prepare and/or apply the bonding agent/plaster to the floor and walls of the pool. The contractor is stating that she is not an expert and therefore, cannot opine to the cause. She is differing to the sub-contractor as the expert.

We are in search of an expert in this area to provide us with an unbiased opinion and recommendation to fix the issue with the pool.
