Construction Management Report

I need a freelancer who can review provided drawing against CDM requirements and do a report recommending how to design out the risks (health, safety & welfare). Further they should be able to come up with a method statement outlining safe systems of work.
Should be conversant with UK construction regulations as will need a flow diagram illustrating the activities involved in health, safety & welfare management on a site.
