Cost Consultancy Manual and Procedures

I'm looking for an experienced freelancer to help develop a complete cost consultancy manual and procedures for my business. No existing procedures are currently in place and this is a new initiative for me so I'm looking for someone who can provide expert guidance and advice. My primary focus is on cost control, cost estimates, cost development, cost budgeting so help with cost estimation, cost analysis and cost control is required. I need the manual and procedures to be completed within one week so I need someone reliable and efficient who can work to this timeline.
