Pallet Rack Load Capacity Assessment

I need a structural integrity assessment of a pallet rack, specifically focused on load capacity. The rack will be supporting mixed loads and needs to safely hold more than 31,000lbs. Rack designed to hold metal sheets 12ft tall 14 60 x 120 cartridges that will hold 500 to 4000 lbs ...I have a basic design as a cad drawing that I can provide. Would like to make out of steel tubing
