Motion Retargeting Algorithm Implementation

I'm looking for a professional who can implement a motion retargeting algorithm with the necessary research. The task involves working with live 3D skeleton movement data and a video of a person speaking. The goal is to retarget the reference video to a new skeleton with minimal loss in quality. The final animation needs to be photorealistic. I already have reference research, though I would mostly first need some feasibility checks done on whether it would be possible to actually implement this in the current state.
