Create a filter with OpenCV

Hi, we need an app that when you upload a video of yourself playing basketball, it detects the ball and converts the ball into a fireball.

The user then should be able to download this video.

We will have plenty of these filters for the right candidate. Please show portfolio. We are willing to pay for a proof of concept.
