Computer Vision Model for identifying Encroachment

I am looking to hire a Freelancer for creating a computer vision model that is able to detect illegal construction trespassing near Delhi monuments using satellite and fine images of nearby areas of monuments. We do not have any particular programming language or library preferences, and the desired output for the model should be in the form of polygonal regions, such as bounding boxes. The nature of the project requires a deep knowledge of computer vision concepts, algorithms and practical experience in developing computer vision models using various programming languages and libraries. We look forward to your help to create this important model. It is a simple college project so a very extensive model is not expected. Just deploy some changes to the images like changing brightness, greenery, adding some encroachment. A model for 100-200 mts of radial data is needed.
