I need an ethical hacker

A hacker, well known to our family, Nickolas Baptista, has been hacking all of our internet and our cell phones for almost 2 years now and we cannot get any support or help from the Sheriff who seems unqualified to deal with cyber security. We will be also going to the newspapers to alert them of Palm beach County's inability to handle hacking. We have also gone through our Congresswoman Lois Frankel to have them try to get the FBI to assist but so far we are unable to get any assistance and we know who our full time hacker is.
