Cybersecurity SIEM Use Case Development

Hi,
I am currently looking for a cybersecurity professional that understands the logic for developing use cases for detection. This person would need to build a list of use cases based on the logic then apply that to a vendor based product such as Splunk. Once a good baseline that been created, this person will then created an incident response playbook documenting the use case, building an incident response plan for responding to the alert and a script to validate that the use case is alerting as design.
If this is project that will take some time and if i can find the right person, there are a few more projects currently pending relating to security.
