phd journal paper in green cloud computing

I have an accepted conference paper that I would like to expand to journal paper by adding more pages to it and of course more topic(s). I'm thinking of adding basic theory and proof and also algorithm time and complexity analysis. my paper is in the green cloud computing area specific to dynamic frequency voltage scaling and virtual machine consolidation. I'm looking for someone who have experience with the topic and can prove that.
