Intent
It is the County’s intent to enter into a contract with a qualified provider that demonstrates it has the experience and established programming that meets a wide spectrum of life skills and personal development needed for change and preparation for reentry to the community.

Scope of Services/Specifications/Work Statement
A. The Offeror must have an established curriculum of life skills and personal development training program for youthful offenders that can be delivered through structured group counseling and workshops on site at MCCF.
B. All curriculum, content, and session plans must be reviewed and approved by the DOCR Program Supervisor.
C. The life skills and personal development training program must be executed according to the following requirements:
D. The Offeror must be familiar with the and engaged in related community initiatives that demonstrate their expertise working with incarcerated youth. Upon request by the County, the Offeror must attend community meetings held at the Montgomery County Correctional Facility (MCCF) and Montgomery County Pre-Release and Reentry Center (PRRS).
