I'm seeking comprehensive legal guidance for a credit-based content review platform.

I’m building a platform similar to SubmitHub where users (pitchers) purchase credits to submit content for review. Reviewers earn credits for providing feedback, and can later request payouts (e.g. via PayPal or bank transfer).

Key questions:
- Does this setup make the platform an e-money transmitter or require a money services business (MSB) license?
