Need a PE to make our company a SPCC plan

I'm with Sweetex, Inc a distributor of corn sweeteners and soy bean/vegatable oil. We are trying to expand our business and extend our lease with the BNSF Railroad and they are requiring us to have a PE draw up a SPCC plan.
