Daycare plan

I'm looking to have a daycare plan created for a center catering to toddlers. I am envisioning a play-based layout for the daycare, stimulating creative play for young minds. There will be a maximum capacity of 10-20 children at a time. I'm looking for a comprehensive daycare plan that covers all aspects of running a successful daycare center.
