ColdFusion Version Upgrade and Improvements on an Existing System on ColdFusion -- 2

1. BACKGROUND INFORMATION
The client is a language services agency. The agency has its own network of translators and interpreters and operates as a bridge between the clients (who are usually organizations, not end users) and language professionals. As it is a non-profit agency, their workflows involve extra accounting and reporting functions that cannot be handled through over-the-counter interpretation management systems.
The agency manages their operations through an in-house system called ALEX. The ALEX system is based on Adobe ColdFusion and hosted on private servers of the agency. It has 10 to 20 users with different roles and access levels assigned to them. The staff is generally happy with how ALEX works because they had actively participated in the development process of the system, and it was custom-built to meet their specific needs. However, the ColdFusion version it was built on is not supported anymore, and hence they are concerned with a potential service interruption. Also, they would like some extra features added while the system is being upgraded.
2. PROJECT SCOPE
• EITHER moving the system to the newest version of ColdFusion OR transferring/rebuilding the system on a new platform that you would recommend (with reasons why we should do so)
• Make specific improvements to the system to address the challenges through the current workflows. The workflow steps, challenges and required improvements are explained in the attached document.
• We are also open to reasonable recommendations to automate the manual processes in the workflow. Please quote your recommendations separately in your proposal.
• Please note that data security is critical for this project since some of the information stored in the system is sensitive. HIPAA and PIPEDA compliance must be ensured.
• Regular maintenance and on-call support after the project implementation is required.
3. REQUEST FOR PROPOSALS
We are collecting proposals that:
• explains the reason why you recommend staying on ColdFusion or choosing another software;
• clearly outline how the process will be handled with defined milestones and a realistic timeline;
• explain your additional recommendations (if any) and indicate how much they would add to the original timeline;
• quote the essential project requirements separately from optional requirements and your recommendations;
• include system maintenance cost and hourly rates for on-call support as separate items;
• have a detailed payment breakdown; and
• are in Canadian Dollars.
