A program to read hash based images in real time

I am looking to hire someone to build me a program that can read and process hash based images quickly and accurately, from websites in real time. The accuracy level needs to be high, and the program needs to process the images within a few seconds. This project will require extensive knowledge and experience with working with hash based images and developing real-time applications.
