I need a Coder (For custom Youtube Bot to Control Hikvision PTZ Camera Through Chat Commands)

Hello! We're setting up a Hikvision PTZ Camera for a 24/7 livestream. We'd like to give our channel members benefits, by allowing them to type commands in chat, to trigger the camera to change between different preset views.
We want this feature to only be reachable by channel members and us as the channel owners. This feature also has to be able to be enabled and disabled by us as the channel owners. Finally, we also want this feature to have a levelling system, so that Members of higher levels can type commands in chat for more preset views than those of lower levels.
