Metaverse town/resort

We are seeking someone that can start by creating us a Metaverse resort that we can capitalize on and than grow that resort into a town/city. Let us know on which platform you would build it on and we want to start cost effective and than grow it with people being able to rent rooms/suits in our resort and use those funds to quick expand our idea into a city/town.
