League Smurf Detector

I am looking for a developer to create an application called “League of Legends Smurf Detector”. The purpose of this application is to identify players who are using alternate accounts. To do this, it will need to be able to identify alternate accounts by IP address. The programming language used for the Smurf Detector is not specified in the requirements, so it can be decided by the developer. This should be a relatively easy task for a developer with experience in IP address identification.
