DataFlex for DOS - Need changes to a custom program

We have a custom program for our order entry and invoicing. We charge tax in only one state in the United States and we need to add taxes to the code for about 20 additional states.

I have attached a file which might or might not be helpful in explaining the problem and what we are looking for.
