Cryptogram Puzzle Game Creation

I've found a simple cryptogram puzzle game online that I want to replicate, but without copying their code. The solution is a clue to the next step in a larger game, a scavenger hunt.

I do not want to charge players or be charged myself for players to use the game. I want to buy a copy of the game from you. You get to keep it and sell it again or set it up as a money-maker, as long as my license allows me to use it on my website(s) without further cost to myself. (Every company I found wants to charge by the head.) I want to use it as marketing outreach for my product (murder mysteries).
