Android Screen Drawing App Development

I'm looking for someone to make an application for me. Either windows or Android. I play a game called animal jam and in animal jam you can make paintings but you cannot import images into the game you can only draw it with the in game painting game. I would like for the program I have in mind to be able to draw an image that the user has selected in the painting game itself. In the painting game you can select the colours you want so I would like for the program to be able to colour the painting as well but not required.
